We have a 7-member board that physically meets in a room with 20-30 seated guests. We want to Zoom the meeting so that off-site individuals can listen in. The problem is that off-site individuals cannt clearly hear the audio from audience individuals who may be speaking in the onsite location. What kind of audio equipment is needed, and how does it interface with the Zoom program? We currently have one individual in the onsite location with a laptop running the Zoom application.

Welcome to the Zoom Community, @DLM1965.
What you really need is a microphone in front of each person, or possibly shared by 2. My city council has microphones on a small stand with a push button to speak, all run into an audio system, which then feeds Zoom and any in-room speakers.
This is an example of what I’m talking about, not a recommended solution for you:
Phenyx Pro Wireless Conference Microphone System, Quad Channel Wireless Podium Microphone, 4x50 UHF Frequencies, Auto Scan, 4 Gooseneck Mics for Lecture, Church, Conference, Public Speaking (PTC-4) https://a.co/d/6MkBWer
I suggest you contact a firm specializing in Audio equipment for the best advice. Prices and capabilities vary greatly.
