We have Zoom Rooms set up to use NDI cameras. When the room joins a teams meeting a message pops up saying the selected camera cannot be found. In one room it sent a black signal instead of the camera, and in another it sent the content input instead of the camera. Is there something I need to enable to allow the NDI camera to work in teams as well?

NO. It's a limitation of Direct Guest Join and something that those of us who rely on NDI for primary cams in Zoom Rooms are beyond frustrated with. I do believe it's possible, but the function requires development time and is clearly not a priority (just like all things Rooms/Spaces) for Zoom.
You can circumvent this by using Zoom Rooms with services with Pexip, SynergySky, etc (all of which cost money and are not ideal user experiences - different conversation).
You can also use the NDI virtual webcam and get the NDI feed to show as an OS-recognized 'local' webcam. There is some latency and additional config required on the host machine to make this work.
