Intelligent Director not supported in TX, IL and WA

I was looking at the Intelligent Director documentations and it states that it is not supported in Texas, Illinois and Washington (from https://support.zoom.us/hc/en-us/articles/16688057186061-Getting-started-with-Intelligent-Director#:...)

 

Zoom features are not available in all locations. Due to a variety of factors and considerations, Zoom Rooms located in Illinois, Texas, and Washington are unable to use Intelligent Director. Zoom Rooms from these states can still participate in meetings that are using the feature.

 

Seems odd to me and was wondering if anyone knew why?  Thanks
