Breakout Rooms

If you setup 20 Breakout Rooms - if you choose to manually assign participants to rooms, you should be able to assign them to any room you want. Likewise - if you choose to allow them to choose themselves, they should be able to choose any room they want.

You cannot have both options. Only one.
