Breakout Room issues- did not work

During a meeting today I had set up to do breakout sessions. I clicked the button to send people to randomized breakout rooms. But most did not actually get pushed to breakout rooms and stayed in the main room. I was the host of this event. Has this ever happened before is it w weird glitch can anything be done to prevent it from happening again?
