New user is not getting zoom phone activation invitation

We are trying to set up a new user.  The invitation to activate their account is being sent to their email but they are not receiving it.  It is not going to spam folder.  We have tried sending it several times to no avail.

It is possible that their emails have ended up on our bounce list. Please reach out to our support team with their email and a brief description of the issue. They can verify if that is the case.
