Exec can't call assistant using Zoom phone

We have an executive that when he tries to call his assistant, it goes straight to voicemail and then she receives a notification that she has a voicemail. If he calls her cell from his Zoom phone, he gets a message that his call cannot be completed as dialed. I would appreciate any help as I have scoured the settings.

Are the exec and the assistant phones set up as call delegation?
Setting up call delegation - Zoom Support
Are the exec and the assistant using zoom desktop, zoom mobile apps and desk top phones?
If not set up as call delegation, how are the exec and assistant phones set up?
