Is there anyway to have the emergency services alerts follow the locations inside of the sites instead of the site, since locations are nomadic and are picked up by defining subnets or switch information?
Our issue is we have a lot of nomadic users that travel between states/cities and if they are assigned to a site for a location and go to another location out of state in a different building we want those email alerts to go to the front desk of the building they are in, not what is statically assigned to the site they are in, so we can comply with the new e911 regulations.

E911 roaming between sites is something that's under consideration, but to your point, not something that's possible now.
For today, you can rework your site/location settings and use a larger site to cover the offices that folks travel between. You can then setup each office as a location, and assign sub-locations within the office for more granularity.
