Can Call on Uk Number

I bought a 20 USD package which includes unlimited calls to any region but I am only able to call the USA and I needed this for calling UK numbers but the system doesn't let me call them 
What should I do

Isn't UK considered International? Wouldn't you have to assign the international access to the user.
