Two users at my firm have attempted to call a number from the Philippines but the call is still not initiating. Zoom is already updated to the latest version and we have followed all of the steps from the article below. The Philippines is also a permitted region within our settings. Any suggestions on what could be going wrong?

hi michael601,
to call phillipines landline or mobile numbers from your u.s. based zoom phone account, your zoom account owner or admin must enable international calling and specify allowed countries/regions for outbound calling.
please see support articles below.
Enabling or disabling international calling

for international rates, please see

you can also use zoom's provider exchange as another way to connect to philippines landlines and mobile numbers. there are a number of providers that provide service to the philippines and provide philippines telephone numbers.
Setting up Phone provider exchange
calls to another extension on the same zoom account no matter where the people using zoom phone are physically located are free.
