This is not possible in a Zoom Meeting. 

This is possible with a Zoom Webinar. Attendees to a Webinar can’t see each other, and can’t view a list if other attendees.

Yes, attendees do not get to share their cameras video. Only panelists and Host/Cohosts can be seen.
