pre-assigning people to break outs

I'm trying to pre-assign people to their breakouts with their emails before my meeting starts but when I test launch the zoom meeting, no one is assigned to their groups, the rooms are empty. Do people need to be zoom users? or have registered for the meeting? How do i pre-assign people and make them stick? Thanks! (I will have a mix of external zoom users and non-zoom users when i actually go live with the meeting)

I'm trying to pre-assign my participants, too. In close reading of the rules, only zoom account holders (free or paid) can be pre-assigned. If their emails dont appear in Zoom's list of accounts, they won't be pre-assigned. I have the same problem.... I'm doing teacher training and cannot require the teachers to get even free zoom accounts.

I saw the CSv Oprion but they still need to have zoom accounts, right. My list is not zoom members or only some not all.

NO. Read this carefully "To pre-assign participants that are EXTERNAL Zoom users". That means they do NOT have a Zoom account.
