participant videos not working -error message

I hosted a zoom on my new computer.  My video worked and could be seen by the participants but their videos were not working.  They kept receiving an error message saying "your video has been disabled by the host" - but my settings showed me that their videos were set to work.

 

What setting changed between my old computer and the new one to keep me from seeing the participants?
