non licensed user starts meeting before host using key

Does this locked setting relate to a meeting as well or is it only for Zoom rooms? At my agency, non licensed users are host of several meetings. They can't be Alternate Host can I share my Host key? Will they be able to start the meeting and claim host?

Allow Zoom Rooms to start meeting with Host Key

Locked by admin
The administrator has locked this setting and you cannot change it. All of your meetings will use this setting.

    This setting only affects the ability for a Zoom Room, which is a Zoom-powered conference room (not the same as a Zoom Meeting), to start a meeting with the Host Key. This would have no effect on a normal user to be able to claim host via the desktop client or mobile app.
