I use breakout rooms in class all the time for group work. Participants can join the groups independently. Is it possible that I can specify in the background that, for example, a maximum of four people can participate in each group and after that entry into this group is no longer possible?

As Bort has stated, what you have asked for is not currently supported. The closest to it would be to configure your breakout rooms to Assign Automatically, then dial-up the # of breakout rooms to create. While you're dialing up that number it will show you based on the number of people in your meeting, how many per room will be initially assigned per room. Then under Options uncheck Allow participants to choose room.
Maybe not an ideal solution, but as close as I can come up with.
