Warning about Logitech Webcam driver software. I had Zoom working OK off-line, lost video when joining a call. I installed the latest app for my Logitech C130 webcam. Then I tested - all working offline. The moment I joined a call (test call even) I lost all audio, left call it was OK again.
Solved with a work-around. Open the Logitech app and uninstall everything except the basic driver. Open Zoom, unplug the webcam. Join call, re-plug the webcam. Works, but not ideal.
The problem lies with the tiny microphone in the webcam. The moment your call accesses the video, the Logitech audio driver kills all other audio.
Note that the Zoom test call locks up if you have the Logitech app connected, you get a pop-up saying no audio device detected, thern a test menu. That is frozen, can't close, can't cancel, have to close Zoom or wait for time-out on the test call.
Someone should test the Logitech latest download and check if incompatible with latest Zoom. The previous "meetings" version had no problem.

It is not clear where you obtained the drivers from, but the c130 is obsolete hardware and most likely the drivers are not compatible with the OS and not compatible with Zoom. Consider upgrading to a webcam compatible with logitech logitune such as the brio series.
