large meeting subscription limit

If you hire large meetings, it means that there cannot be more than 500 or 1000 people, depending on what you have hired, in a zoom.
My question is: what happens with the registrations?
I can have 1,500 registered and then less than 1,000 come in the zoom?
Is the limit only for the meeting or also for registration?
