Zoom plugin not populating Zoom info when scheduling a Zoom meeting

I've installed the latest Zoom desktop client and Zoom Outlook plugin with Outlook closed.
I install it as an Administrator on the laptop.
We open outlook and the Zoom plugin looks like it's there.  If we try to schedule a Zoom meeting, it simply schedules an empty meeting with no Zoom information.
If we start an instant Zoom meeting everything works, we just can't schedule zoom meetings with zoom info populating.

I've removed and reinstalled both plugins and have confirmed that the plugin is active in Outlook.

Any ideas?
