I have full updated zoom and I am on windows 11 yet it says I cannot access the zoom virtual Avatars to use on meetings. Even in my account settings it doesnt tell me enable it but it just says I cannot have it. I am not on a work or school account.

I can confirm the feature does still exist.
I know there are limitations on the level of system setup and this may not be available in all countries on the free version.

I can't speak for the OP but this doesn't work as the linked Zoom Support instructions are inaccurate and/or outdated.
They state:
To enable or disable Avatars for all users in the account:
This doesn't exist. There's no "Account Settings/Meetings tab" in the webui under Account Management—there are no tabs at all.

Hi @bvargo I believe this maybe due to the account type (basic, pro, business, etc.)
My basic test account had the same experience as you after further testing. I could only access the Account Profile and Reports; however, Account Settings are available on my licensed account.
This maybe why you're unable to access the account settings as you're attempting to adjust the whole accounts settings for all users associated on the account, which Managing users you would need the following prerequisites "Free with Credit Card, Pro, Business, Education, or Enterprise account", which you can manage from https://us04web.zoom.us/billing/payment - this maybe one consideration.
Second, you may not have met the hardware requirements or have access to the feature (account level setting access or geo-location prohibits the feature) all-in-all, from the knowledge base article on Using Avatars in meetings and webinars
