Zoom Meeting Link for Panelists

I have a meeting set up. I'd like to get the zoom link and share it with the panelists so that when they join the meeting they join as panelists and not attendees. How to do that? Will I have to convert the meeting to a Webinar?

With Zoom Meetings, there is no participant distinction of Panelist. Webinars have Panelists (and Host/Co-Hosts), and attendees (non-panelists) are not able to unmute or start camera video.
