On the first image, the iPad date looks correct, but I see what you mean on the second one.
Applications don't control the format of the date and time displayed by the iPad on the upper left corner. Applications can control whether or not the date and time are shown, but if they are shown, the operating system (iOS or iPadOS) controls the value and formatting. I'd recommend researching issues with date/time display on iPad, either with Apple or other search sites.
