Why won't they fix the recurring "no fixed time" menu option in the desktop app?

This once was not a problem, but now it is. I see old posts providing the solution, but still the desktop app does not have the option "no fixed time". I have to open it up in my web browser. What's the problem? Why not fix this? If it has been fixed, why don't I have it?
