As noted above, i set up all the licenses for our company, so they are all under my name. Our new HR director needs one that is not attached to me for privacy reasons. Do I need to cancel one of mine and have him sign in for one?

After you've purchased licenses on your account, you can only assign those licenses to users on your account. If they need an account independant from yours, then you will need to create that entirely separate account. You don't need to necessarily cancel one of your licenses, as that can possibly be used by someone else in your organization who can be on the same account as you.
