Video Not On when joining meeting.

"Turn off my video when joining meeting" is OFF (unchecked) , yet video is always OFF when I join a meeting. How can I join meeting with video ON?

Your meeting settings apply to meetings that you host. 

If you join someone else's meeting and they start that meeting with participants video "off" you will enter the meeting with your video off.
