I want to make sure that the video is "on" or "off" for participants outside of my organization.
Currently, one of the meeting hosts is checking the video screen and making notes such as
"Kevin; video off for 5 minutes from 12:15 to 12:20."..
This method is extremely burdensome for the host.
Is it possible to read this from the bandwidth used by the participants, etc....?
or How to force video to turn on?
Also, please let me know if there is a way to prove that a person is "attending a Meeting".

You can request that the meeting start with video on. However, once the meeting is running the participant can turn off their video at any time. The host can make a request to the participant to turn their video on in the participant list, but the host can not force the camera on for privacy reasons. With video off their is no way to prove that the participant is actually in attendance unless the host requests them to turn video on or to speak.
