User Management but no More ... icon

I want to delete (and replace) a User however some Users in User Management do NOT have the ... "More" icon!? Also there is no delete tab at the top of the list to delete multiple Users??

I need record of all people on Zoom, so maybe I’m not clear on the reason you want to delete a user.
