Unable to download Transcripts (Request failed with status code 403)

I'm trying to download the transcript of a recent zoom meeting. The meeting was recorded, Create audio transcript is selected in advanced cloud recording settings, and I can see it in the Transcripts tab. However, when I try to download it, I get this error message: Request failed with status code 403. Advice I've found points to all the normal things like; check you're signed into correct account and have the correct permissions (which I do)... does any body have any idea what might be going wrong?
