Transcription of computer recording

Hello, 

I mistakenly recorded a meeting in my computer, instead of the cloud. I need to create a transcript of this meeting.

Is there a way of uploading the computer recording to the cloud to create the transcript? Or any other way of creating a transcript from this locally saved meeting recording?
