To share the screen if no host in the meeting
I am a host, but not in the meeting. How can i give rights to somebody to share screen (may be in advance) not joining to the meeting!

As @ZOT suggested you should assign someone as an alternative host. In lieu of doing that you can turn on allowing others to join before the host and under "in meeting basic" settings, you can set it to allow all participants to share screen.
