To keep the attendee video off by default when they join my zoom room

I have set the setting Host and Participant Video to be off, in the personal room setting under Meeting Setting.

However, when someone join my zoom room, especially those join through the invite link, their video were turn on automatically when they join my zoom room.

And after that, I checked my setting again, it seems they override my setting and both video for Host and Participant are turn to "on" automatically.

Because I may have some new people joining my zoom room via link, and how can I keep them that their video is off when they join my zoom?

Have you figured this out yet? I'm experiencing the same thing. I would like my participants video to be off when they join.
