I want to set up a session where people are in different breakout rooms but as host I can communicate them all via audio.

Is this possible?

It is possible, but the communication will be uni-directional (you'll be able to speak to all breakout room participants, but they won't be able to speak back to you). This is considered 'broadcasting mic audio'.
