Some cloud recording does not have "cc" button to show subtitles

I am requested to show subtitles on existing clod recording.

However, I can not find "CC" in the screen of the recordings.

In Setting menu, "Transcription Feature" (自動文字起こし機能 in Japanese）is set as "on". Could anyone please advise how to show "CC" on recordings.
