Set up a repeating meeting with open moderating

I have used Zoom countless times as a participant, only occasionally setting
meeting up myself. But I find myself needing to do the following and can't
figure out how to do so. All attempts fail in one aspect or another. And as is my habit I seem to have a question that doesn't appear in the FAQs! Anyone able to give me step by step instructions?
I want to:
- Make a meeting for every Tuesday at 8:30am
- duration of 40 minutes so within the free limit
- for it to repeat every Tuesday in perpetuity until cancelled or changed
- for any participant to be able so start the meeting at the appointed
time, so I nor anyone else has to be there every week.
- Be able to furnish participants with one URL (I'd shorten it using
TinyURL) that will always be the same to get around the 'have I got the
right link messages' that go around eating up valuable minutes in every
call!
I (and all other participants) have the free version of Zoom Workplace. I
mention this in case to do what I want requires a paid for licence, which
for our purposes would not be economically justified at £11 a month.
I am pretty sure that I've known other people set up like I want to do,
but I could be wrong??
