Security verification code for end-to-end encryption is identical for every meeting?

I tested hosting a few meetings with end-to-end encryption enabled. The security verification code is identical for all meetings. Is this normal?

I would imagine the key and hashes should change on every meeting?

Or what exactly is the security verification code based on?
