Scheduling meetings with separate licences

My company has a zoom pro account with 2 licenses / users.  I am the owner, and the other license is an admin.  When I schedule meetings for the admin user, he can join but the invited guests cannot - it says "waiting for host to start this meeting".  We need to be able to host separate meetings from our licensed accounts at the same time.  Why is this happening and how do I schedule meetings for his user account that will work on his own?

I have not been able to find anything to assist in scheduling and it's getting emergent.
