Does anyone know when the recording consent popup feature was released? I think it was early 2021 but can't find any info on it and having issues contacting zoom support on my plan.

I’m not sure why “what date was it implemented” is important to you, but I’ve reviewed the release notes which go back to 2020, and don’t see any reference to it, so my assumption is “before April 2020.”

Support staff would not likely have the answer, nor research it for you.
