The 10-minute wait between meetings for Basic accounts has been in effect since mid-2022. See this Zoom Support article for details:

Zoom’s leadership in video hosting has brought an enormous number of Basic (free) users.  Restrictions are needed due to the amount of extra computer and network resources involved to support the non-paying accounts.
