Promoted panelist cannot unmute video

What am I not setting after starting the meeting or webinar that does not allow a promoted participant to panelist cannot unmute their video?  Audio is okay.

    Be sure that you go to the Participants panel, click More, and allow Panelists to Start video:

    Where do I find the Participant's panel?  In the bottom tool bar the number of participants is shown, I click that to show the names of participants from whom I wish to promote to panelist and do so.  I have not seen a pulldown like what you've shown.
