I need a way to permanently prevent all participants from starting their video. There does not seem to be a global setting to disable video share for participants. Please help.

You can adjust a few settings. Before the meeting, go to the Zoom web portal, navigate to Settings > Schedule Meeting, and turn off the Participants video option. This ensures that when participants join, their video is off by default. During the meeting, as the host or co-host, you can further control this by clicking on Security in the meeting toolbar and unchecking Start Video under the participant permissions. This will stop participants from enabling their video at any time during the meeting.
