Participants cannot join before the host - despite having the settings changed

Hi - I've enabled the setting: 'Allow participants to join before host Anytime', but simply can't make it work 😮 Has anyone also experienced difficulty with this setting and perhaps found a solution?

Would appreciate any suggestion and help!
