Not able to assign to breakout rooms

We are having a reoccurring issue with our breakout rooms. Typically when getting over 70 in the meeting at some point any of the meeting cohosts can not assign new members to specific break out room. Any ideas on why they seem to get stuck in the main lobby room and not be able to move themselves or be assigned by a cohost?

We usually have our meeting with 50 break out rooms opened with the allow participants to choose room option. We do this so agents can navigate freely as well as assign clients who join to specific breakout rooms as needed.
