Hi All:
Goes against everything but... The boss wants an "ever green account" in Zoom where people have access to schedule meetings. We had turn over/downsides. I know I can manage turnover in the admin portal but that is not what is wanted. All users already have licenses. Maybe there is a shared calendar/meeting scheduler that I don't know.
Have others run into this want or provided such unique setups?

Depending on the ask here, if you are looking for an account that multiple people have access to, that will violate Zoom's Terms of Service: "You are entirely responsible for maintaining the security of your username and password, and you agree not to disclose or make your username or password accessible to any third party." You can find out more here: https://www.zoom.com/en/trust/terms/
If you are looking to have users be able to schedule meetings on behalf of other users, I would advise looking into Scheduling Privilege here: https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0061749
