No Chat in Windows Desktop Client

No matter which meeting/webinar I attend or whether I am host or not the host, I never have the Chat feature available when using the Windows desktop client. I cannot locate anything in the settings to fix this. I have tried uninstalling and reinstalling the desktop client with no luck. I have also entered the exact same meeting using both the desktop client and the web browser option at the same time and I have chat available to me on the web version but not the desktop version. 

 

I know for sure that these meetings do have chat enabled, but I am unable to see any of it or submit anything to chat.
