Muting calls from unknown numbers

Is there a setting that keeps a caller from an unknown telephone # from unmuting themselves when my basics settings allow users to unmute themselves?

Sign in to the Zoom desktop client. Join a meeting and provide consent to be unmuted. Click the up arrow ^ next to Mute / Unmute.
