Meeting chat toggled off in settings but still enabled in Meeting.

Hello,

I want to allow participants to join the meeting before the Host but don't want them to chat. I turned the toggles off for that but, as I'm doing tests, I still see the chat option. 

Also, is there are way to disable them from turning on audio and video by default?
