Meeting attendance report not showing participants who were not admitted from waiting room

I'm the owner of our enterprise account. We use zoom to conduct court hearings. Each of our hearing examiners schedules one meeting daily, with the waiting room enabled. Multiple hearings are conducted during each daily meeting. All participants (attorneys, defendants, agents, etc) are required to join at the start of the daily meeting and remain in the waiting room until their docket is called. The hearing examiner (host) controls participants by admitting them from the waiting room as the dockets are called. When a hearing concludes, the hearing examiner (host) moves the participants back to the waiting room. There are occasions where hearings are rolled over to another day, meaning the respective participants are never admitted to the meeting from the waiting room. Meeting attendance reports are used to determine sanctions in the cases where a participant fails to report (doesn't join the meeting). Recently users have reported that participants who join the meeting but are not admitted from the waiting room are no longer showing on the meeting attendance reports. I've confirmed this is accurate. Is there an alternate report that can be generated which includes all participants who joined the meeting regardless of whether or not they were admitted from the waiting room? Our hearing examiners are licensed users of our enterprise account. All other participants join as guests.

There is no alternate report since those in the waiting room are not considered to be meeting participants. You may want to consider a different work flow. Otherwise, the only record would be a screenshot of the participant list, which may be difficult if there are more than a screen full of waiting room participants.
