Managing participants rights individually during meeting

Is it possible to manage participant right individually during zoom meeting? For example, if I turnoff the possibility to turn on video or unmute yourself options for all participants, could I give it back to few OR only I could either activate for all or deactivate for all

Once the host  removes the permission to unmute the host can select any name in the participant list and click unmute to ask that participant to unmute. Once they are muted again the host must repeat the process. The same applies for the camera. Select a participant from the list, click ... for the menu and ask the participant to turn on video. You could also setup the account so that the host could unmute participants directly (this requires the participants one time permission at the beginning of the meeting).

-Could this be done for "Chat" as well that only permitted attendees can send chat msg while all others can see it?
