Make "Lower Hand Automatically" feature optional

The automatic hand-lowering feature disrupts the queueing process our large Fellowship uses and disrupts the flow of the meeting. This problem is universally disliked by the many thousands of members who attend our world-wide meetings. Please make it optional at the host or meeting level settings.
