Live Streaming and Adding Admin

When I try to stream my Zoom meetings to Facebook from my (cell-phone) the option vanishes. Whereas, I see it, and it works properly when on a desktop or laptop. 

In addition, how do I add someone as an administrator to my account with the ability to start meetings in my absence?
