What kind of license agreement do you have?

Zoom Video Conferencing Plans & Pricing | Zoom - Zoom
Enterprise comes with webinars as standard, but other contracts do not come with webinar licenses and need to be purchased.

Even if you have an Enterprise contract, you may not be able to use it unless your account administrator grants you a webinar license.
